Biography

Raffaele Scalcione is Senior Counsel of Miller Shah LLP located in the Republic of Italy.

Raffaele has worked on a variety of matters involving securities regulation, commercial and civil litigation and corporate transactions, both in the United States and internationally.

Raffaele is the founder of 2CI Corporate Compliance Solutions, a company that provides regulatory compliance, internal audit and anti-money laundering consulting services to regulated entities and corporations in Italy. In addition to his activities on behalf of 2CI in Italy, Raffaele also maintains his own legal practice in Milan, Italy and, in that capacity, is able to assist firm clients, where appropriate, in connection with their legal needs in Italy. Raffaele previously has served as the Senior Attorney and Head of Regulatory Compliance for Borsa Italiana (the Italian stock exchange) in Milan, Italy, as well as the Head of Italian Public Affairs for the London Stock Exchange in the United Kingdom. He also has worked as Senior Associate at Mazzoni & Associati in Milan, Italy, and Legal Counsel for Assosim (Associazione Italiana Intermediari Mobiliari), which is the Italian Association of Financial Intermediaries representing the majority of financial intermediaries acting in the Italian markets. Raffaele has practiced law in the United States in association with Morgan, Lewis & Bockius, LLP, one of the largest law firms in the United States.

Raffaele is the author of The Derivatives Revolution: A Trapped Innovation and a Blueprint for Regulatory Reform, Wolker Kluwer International Banking & Finance Law Series – International Banking and Finance Law (Hardcover – July, 2011), a study regarding the benefits and risks of derivative instruments, including significant recommendations for regulatory reform in this important area of the financial markets.

Raffaele is fluent in English and Italian, and is proficient in Spanish. Raffaele concentrates his practice on securities, capital markets, and corporate governance matters, as well as complex litigation and significant corporate transactions. He also actively works on the Firm’s practice in connection with internal corporate investigations and potential international whistleblower matters. He assists the firm’s clients in Italy, Europe, and the United States, as may be appropriate, in addressing their legal needs and requirements.
