Biography

Stephen T. Rutkowski is a Law Clerk at Miller Shah LLP in the Philadelphia office.

Stephen graduated from the George Washington University Law School in May 2026, where he served as a member of the George Washington Law Review, as well as the Mock Trial and Moot Court Honors Boards.

While in law school, he participated in GW’s Public Justice Advocacy Clinic, litigating Freedom of Information Act and information privacy cases in the U.S. District Court for the District of Columbia and the D.C. Superior Court. In addition, Stephen completed a legal externship with a well-known legal nonprofit in the District of Columbia. In 2026, Stephen received GW’s Justice Thurgood Marshall Civil Liberties Award in recognition of his outstanding performance and dedication to the field of civil rights and civil liberties.

Stephen previously worked for the Firm as an ILR Credit Intern and as a Project Analyst. He concentrates his practice on complex qui tam litigation as well as ERISA actions.

Personal Interests

Stephen’s personal interests include taking scuba diving lessons, curating musical playlists for Miller Shah events, and using too many adjectives in his writing. Once self-reported as the funniest member of the Firm, Stephen has since lost his website biography editing privileges and must contend with being designated as Averagely Amusing.
